Abstract

Au moment où l'Europe s'apprête à faire du développement durable l'élément central de sa stratégie de croissance pour la prochaine décennie, une réflexion sur l'efficacité de la stratégie européenne contre le changement climatique semble opportune. Certes l'Union européenne est devenue le leader incontestable de la lutte contre le changement climatique dans le monde. Mais sa stratégie environnementale manque encore de cohérence voire de crédibilité. Les puissants instruments économiques mis en place par l'UE mériteraient d'être reformés et complétés afin de taxer plus efficacement le carbone. Cette étude vise précisément à proposer une réforme de la fiscalité européenne du carbone, portant à la fois sur le marché européen de permis d'émissions et les régimes fiscaux européens du carbone. Après un bilan critique de l'évolution des émissions européennes dans l'UE, les auteurs analysent attentivement les instruments économiques dont dispose l'UE pour lutter contre le changement climatique - marché de permis d'émissions, régulation, fiscalité environnementale. Il apparaît que dans leur forme actuelle ces derniers demeurent inadaptés aux ambitions que l'UE s'est fixées. Sur la base de cette analyse, quatre scénarios pour une nouvelle fiscalité carbone européenne sont proposés, chacun correspondant à un degré plus ou moins grand d'ambition politique.
