Abstract

Après l'échec du projet de fiscalité sur le carbone proposé au début des années 1990 par la Commission européenne (voir notre article dans ce numéro, p. 192), les Européens, renonçant à l'idée d'une fiscalité commune régionale, ont fini par adopter un instrument économique auquel ils étaient initialement opposés dans les négociations internationales et que les États-Unis sont parvenus à imposer comme dispositif central du protocole de Kyoto : le marché du carbone.[Premier paragraphe]
