Abstract

L'ouverture à la concurrence des services de transport ferroviaire de voyageurs en France rebat toutes les cartes. La SNCF n'est désormais plus le seul prestataire possible. Les régions vont devoir décider de leur stratégie, ouverture ou non. Le feront-elles sur des critères avant tout politiques ? Cela est possible. Mais, dans de nombreux cas, le choix se fera sur la performance, en particulier productive. Pour beaucoup, celle de l'opérateur historique est trop faible et il importe de le challenger, voire de le remplacer. Un ou des nouveaux opérateurs feront mieux. L'objet de cet article est de montrer que cette affirmation ne va pas de soi et qu'il importe de s'y arrêter un peu.
