L'impact des dotations de péréquation sur les dépenses locales : une évaluation sur données communales en France

Abstract

La péréquation financière entre collectivités territoriales, désormais obligation constitutionnelle depuis 2003, fait l'objet d'un relatif consensus dans son principe. Elle est cependant fréquemment critiquée : elle serait trop peu efficace dans la réduction des inégalités de ressources et de charges, trop complexe et illisible dans ses modalités, et contreproductive en termes de maîtrise des dépenses locales. Or le législateur français cherche, par la baisse des subventions de l'État (2014-2017) ou par l'imposition d'une norme d'évolution de la dépense de fonctionnement (2018-2022), à freiner la croissance de la dépense locale. L'article propose une évaluation économétrique de l'élasticité de la dépense communale aux dotations de péréquation reçues par les communes. Les résultats montrent que cette élasticité est faible en niveau et inférieure à celle de la dépense communale aux autres ressources sans visée péréquatrice, suggérant que la péréquation peut être renforcée sans remettre en cause la maîtrise des dépenses locales.
