Abstract

La création du Compte Personnel de Formation (CPF) invite à analyser, en croisant les regards du droit et de l'économie, les fondements et enjeux de ce type de dispositif. La grande diversité des dispositifs de "compte" de formation renvoie à des politiques pouvant s'inscrire dans deux paradigmes, celui des dotations et celui des capacités. Si tous deux promeuvent l'initiative et l'autonomie de l'individu (selon une logique dite de l'empowerment), ils posent cependant plus largement la question du rôle respectif de l'ensemble des acteurs - travailleurs, employeurs, Etat et partenaires sociaux - dans la mobilisation et l'usage de ces comptes.
