Abstract

In France, laws are passed to control retail evolution in order to protect both consumers and small shopkeepers, and to enable harmonious development of cities and the society. Actually, governments should deal with both inflation control and thus support for large retailers and small shopkeepers protection. The Royer Act (1973) and the Raffarin Act (1996) attempted to control store location. This paper strives to show that these laws were far being successful with counterproductive effects.
