Qualification et compétence : deux sœurs jumelles ?

Abstract

Cet article interroge l'idée selon laquelle il existe une rupture entre les concepts de qualification et de compétence. En utilisant l'abondante littérature sur la qualification, il montre que depuis les années cinquante, trois définitions de la qualification se sont succédées. La plus récente a pour particularité de ne plus utiliser le concept de poste de travail. Une analyse parallèle est réalisée pour le concept de compétence. Celle-ci montre qu'une rupture s'est produite dans sa définition. Le premier modèle de la compétence s'inscrivait en rupture avec les modes traditionnels de définition de la qualification en France. En revanche, le second est très proche des définitions les plus récentes de la qualification. La rupture ne se situe donc pas là où la littérature la situe habituellement. Cette double leçon a des conséquences managériales fortes puisqu'elle explique certains échecs subis par les démarches compétences et propose des principes d'action managériaux pour y remédier.
