Abstract

Comment réagissent les pays fédéraux aux forces de la mondialisation, de l'Allemagne aux Etats-Unis en passant par le Canada ou l'Australie ? Le fédéralisme est-il capable de répondre plus efficacement que les Etats plus centralisés aux défis posés par la mondialisation des échanges et la globalisation des marchés ? Est-il capable d'anticiper et de mettre en œuvre les réponses adéquates face à la dynamique à l'œuvre actuellement liée à une interdépendance de plus en plus forte de nos économies ? Tel est l'enjeu de ce chapitre qui s'interroge sur l'impact des dynamiques fortes et, semble-t-il, irréversibles qui animent la mondialisation, sur l'équilibre des pouvoirs politiques entre les différents niveaux de pouvoir et la dynamique économique à l'œuvre dans les systèmes fédéraux.
