Abstract

La Transformation de l'offre médico-sociale (TDO) est une politique publique qui vise une transformation des organisations et des parcours des usagers dans le secteur du handicap. La circulaire du 2 mai 2017 qui la définit convoque une figure de l'usager citoyen et/ou client pour justifier de l'évolution du secteur. Serions-nous en présence d'une « modernisation par l'usager » (Weller, 1998) ? Selon certains auteurs la TDO s'inscrit dans un mouvement de marchandisation du secteur (Heichette, 2023) Cette communication repose sur plusieurs recherches menées depuis 2021 : une recherche qualitative menée dans le cadre du projet de réforme de la tarification Serafin-Ph entre 2021 et 2024, et un travail sur l'histoire de la construction du secteur médico-social mené en 2024 (étude documentaire et un travail sur les archives des CREAI entre autres).
