Abstract

Le secteur associatif occupe une place importante dans l'économie et la société françaises avec 1,3 million d'associations actives qui réalisent un poids économique de l'ordre de 70 milliards d'euros. Si le travail bénévole est surtout concentré dans les petites structures militantes ou de vie sociale, les budgets et l'emploi salarié sont très concentrés dans le secteur médico-social et dans l'éducation. Les financements publics de toutes origines alimentaient jusqu'à une période récente la moitié des budgets associatifs. Aux mutations récentes intervenues en matière de financement, qui tiennent à la baisse de l'intervention de l'État, à la montée en charge des collectivités locales, à la transformation rapide des subventions publiques en commandes, s'ajoutent désormais une contraction des financements publics et une privatisation croissante du financement des associations. Les mutations intervenues risquent d'avoir pour conséquence un développement très inégal des tissus associatifs locaux en fonction des niveaux de richesse locale et un recentrage des actions des associations en direction de publics plus solvables.
