Abstract

Améliorer l'accès aux services « Eau, Assainissement, Hygiène » (EAH) renforce la sécurité des populations, avec des effets positifs aux échelles microéconomique (sortie de pauvreté et amélioration des conditions de vie) et macroéconomique (effet multiplicateur de l'investissement sur l'emploi). Cet article propose une approche holistique des impacts du secteur EAH sur la « sécurité humaine », en mettant en avant le concept de « Sécurité WASH ». Ce concept est d'abord explicité au regard de l'évolution du cadrage international des Nations Unies. Les facteurs de blocage à l'investissement et aux innovations dans le secteur EAH sont ensuite analysés à partir de la littérature et d'études en Afrique subsaharienne, questionnant les méthodes d'évaluation des projets EAH. L'Analyse Coût-Bénéfice (ACB) montre tout l'intérêt d'investir dans le secteur EAH en prenant en compte des externalités « non perçues » (sanitaires, éducatives, environnementales, etc.) souvent sous-estimées dans l'Analyse Financière (AF) ou l'Analyse Coût-Efficacité (ACE).
