Abstract

[eng] Performance and efficiency in the utilities : The case of delegated water utilities. . In this paper we offer an empirical analysis of the operating costs of drinking-water supply delegated to private companies in France. An important factor in our modelling is the allowance for water losses (or leaks) in the mains. Estimation results show that there are economies of output density for the average water utility as well as economies of customer density and economies of scale for some of the utilities. In addition, we calculate marginal costs of utilities and show that it is expensive for a mains water supplier to reduce the volume of water lost. Lastly, we highlight the impact of certain factors on supplier efficiency. [fre] Dans cet article, nous proposons une analyse empirique des coûts d’exploitation de services d’eau potable délégués à des entreprises privées en France. Un point important de notre modélisation est la prise en compte des pertes d'eau (ou fuites) sur le réseau de distribution. Les résultats d'estimation indiquent qu'il existe des économies de densité de production pour le service d’eau moyen ainsi que des économies de densité d'usagers et des économies d'échelle pour une partie des services. De plus, nous estimons les coûts marginaux des services et montrons qu’il est coûteux pour l'exploitant d''un réseau d'eau potable de réduire le volume d'eau perdu. Enfin, nous mettons en évidence l'impact de certains facteurs sur l'efficacité de l'exploitant.
