Abstract

In this paper we offer an empirical analysis of the operating costs of drinking-water supply delegated to private companies in France. An important factor in our modelling is the allowance for water losses (or leaks) in the mains. Estimation results show that there are economies of output density for the average water utility as well as economies of customer density and economies of scale for some of the utilities. In addition, we calculate marginal costs of utilities and show that it is expensive for a mains water supplier to reduce the volume of water lost. Lastly, we highlight the impact of certain factors on supplier efficiency.
