Le management sans manager : L'Agir collectif, par consensus légitime et gouvernance polycentrique

Abstract

Notre approche est ici théorique : malgré toutes les réussites de management sans managers, il nous manque encore un cadre conceptuel qui nous libèrerait de la figure imposée de ce manager intermédiaire, défendue par les théories de la décision, la théorie de l'agence, ou les théories de la communication organisationnelle. Méthodologiquement, nous nous basons sur de nombreux exemples, dans des PME, dans des collectifs ouverts de grandes entreprises, dans des communautés Internet... pour montrer que les organisations se dé-hiérarchisent quand les pouvoirs d'obligation ou d'exclusion sont remis en cause par l'importance croissante du pouvoir d'influence et du pouvoir de facilitation. No u s proposons alors de justifier un cadre théorique original de l'Agir collectif s'appuyant sur deux concepts : le mode de coordination par consensus (issu des travaux de Jürgen Habermas pour une éthique de la discussion) et la structure de gouvernance polycentrique (issue des travaux d'Elinor Ostrom pour une théorie du choix institutionnel dans les systèmes auto-organisés).
