Le Système National d’Innovation en Algérie : entre inertie institutionnelle et sous-apprentissage

Abstract

L'objet de ce papier est d'analyser les capacités de production de connaissances technologiques ainsi que de tenter de comprendre les raisons de blocage de la dynamique d'apprentissage en Algérie. Pour ce faire, nous mobilisons le concept de Système National d'Innovation (SNI) – malgré les limites d'application – du fait, qu'il permet, d'une part, de mieux saisir le processus et les interventions des acteurs à l'origine du progrès technique, et d'autre part, d'éclairer les stratégies de développement économique des pays. Les premiers résultats obtenus dans notre étude montrent que le dispositif juridique et la structure institutionnelle en matière de recherche et de recherche et développement (R&D) ne sont pas éloignés de ceux des économies avancées. Cependant dans les faits, cette tendance ne semble pas se refléter dans les indicateurs de performance technologique et scientifique en Algérie.
