Reform of the Moroccan sugar industry : market deregulation and imperfect competition

Abstract

La faisabilité de la réforme prévue pour l'industrie sucrière marocaine est évaluée à travers deux difficultés : le processus de négociation entre les producteurs de plantes sucrières et les unités de transformation ; l'abandon du système de prix fixé au niveau mondial pour la betterave et la canne à sucre qui risque de mener à des situations de monopsone régional. Quelles stratégies pourront être adoptées par les agriculteurs et les industriels (coordination verticale, coalition de producteurs, etc.) ? En ce qui concerne les conditions de concurrence au sein de l'industrie sucrière marocaine, l'analyse des courbes d'offre régionale de plantes sucrières et l'étude des structures de marché existantes démontrent que le processus de réforme risque de favoriser indirectement l'émergence d'un monopole privé. Cet article démontre que les conditions de concurrence parfaite sont rarement réunies dans le secteur agro-alimentaire. Il souligne le besoin de l'intervention de l'Etat et de régulation institutionnelle.
