Abstract

L'agriculture contribue significativement aux émissions de gaz à effets de serre dans l'UE. Les auteurs utilisent un modèle de l'offre agricole européenne, fondé sur la programmation linéaire. Les émissions de référence en méthane et protoxyde d'azote sont évaluées à l'échelle régionale pour l'Union européenne à 15. Pour un intervalle de valeurs du prix des émissions, ils évaluent le potentiel de réduction ainsi que les implications en terme de partage optimal de la réduction totale entre les différentes sources et les différents gaz. Ils montrent que la variabilité des réductions obtenue à un niveau donné de taxe sur les émissions est grande. La prise en compte de l'hétérogénéité des coûts d'abattement apparaît donc essentielle dans la mise en oeuvre d'une politique de réduction des émissions d'origine agricole. Pour les auteurs, l'économie de coûts permise par des instruments de marché par rapport à un standard uniforme est importante.
