Abstract

Cet article porte sur l'émergence de la coopération internationale face au changement climatique. Nous revenons sur un aspect fondamental de la coordination à travers la question des négociations jointes selon laquelle associer l'enjeu environnemental à d'autres problèmes internationaux permet de favoriser l'émergence de la coopération. Nous analysons cet aspect à la lumière de sa capacité à garantir la signature d'un traité par l'ensemble des pays concernés et insistons sur les apports des sciences politiques et économiques et sur l'intérêt d'exploiter les complémentarités entre disciplines. This paper deals with the enhancement of international cooperation on climate change. We focus on a fundamental aspect related to the international context of such negotiations. We focus on issue linkages and further study how they may operate in order to enhance climate cooperation. Issue linkages aim at linking international issues in which the interests of states are not well-aligned. We review political science findings on the topic and study the role of issue linkages in the enhancement of international cooperation. We give particular attention to explaining the respective contributions of economics and political science perspectives and emphasize how fruitful it could be to exploit the complementarities of the two disciplines.
