Abstract

Suite à l'accord agricole de l'Uruguay Round, le remplacement des barrières non tarifaires par des droits de douane équivalents a conduit à établir des tarifs douaniers très élevés à l'importation de certains produits agricoles. Pour garantir un niveau d'accès minimum et maintenir les niveaux d'accès courant à ces marchés d'importation, 1371 contingents tarifaires (CT) ont été notifiés à l'Organisation Mondiale du Commerce par 37 pays. Un CT est un quota d'importation combiné à deux droits de douane : un droit de douane réduit s'applique aux importations in quota et un droit de douane plein (tarif de la Nation la Plus Favorisée - NPF), s'applique aux importations hors quota.
