Abstract

De nombreux pays ont multiplié les politiques d'aide, d'incitation et de soutien à la création d'entreprise basée ou non sur l'innovation. Ces initiatives font l'objet d'évaluations fondées sur de nombreux indicateurs proposés par la littérature pour classer les pays selon la performance de l'activité entrepreneuriale (Szerb et al. 2013). Mais ces évaluations nationales ne tiennent pas compte des processus de décentralisation en cours dans de nombreux pays. Alors que les régions et les territoires ont acquis de plus en plus de compétences en matière de développement économique et ont déployé de nombreux dispositifs de soutien à la création d'entreprise à l'échelle territoriale. Ces dispositifs viennent généralement compléter ou adapter les dispositifs nationaux en la matière.
