Effets de la délégation sur le prix de l'eau potable en France. Une analyse à partir de la littérature sur les "effets de traitement"

Abstract

Cet article propose une évaluation des effets de la délégation des services locaux de l'eau potable en France sur le niveau des prix. On utilise pour cela une méthode d'analyse, dite « des effets de traitement » sur un échantillon de 3.782 communes françaises. Les résultats présentés montrent que le fait de tenir compte des conditions d'exploitation de ces services permet d' « expliquer » en partie les 0,33 Euros par mètre cube de différence moyenne des prix pratiqués par les délégataires privés et les régies constatée en 1998. Les différences moyennes de prix entre délégataires et régies s'expliquent donc, en partie, parce que les gestionnaires privés font face à des conditions plus difficiles en moyenne que les gestionnaires publics.
