Les étudiants étrangers : un enjeu de la politique migratoire

Abstract

Depuis quarante ans, les étudiants du supérieur sont de plus en plus nombreux à suivre une formation dans un pays étranger, et la concurrence entre pays d'accueil – principalement pays de l'OCDE – s'intensifie. Ces étudiants en mobilité constituent une cible privilégiée des politiques d'immigration sélective en faveur des qualifiés et sont une source de revenus conséquents pour le financement des systèmes éducatifs. Pour renforcer l'efficacité des politiques d'attraction menées par les pays d'accueil, il est important de mieux identifier les déterminants des choix de localisation des étudiants. Cette Lettre montre que les leviers à disposition des pouvoirs publics sont l'augmentation des capacités d'accueil, la qualité de l'offre d'enseignement et la réduction du coût de la vie des étudiants.
