Abstract

This communication attempts to evaluate the scope and limits of International Framework Agreements (IFAs) in light of the new regulation challenges formed by the globalisation of value chains. The theoretical frame- work intertwines the second generation of Global Value Chain (CGV) research with the institutional approach of the Corporate Social Responsibility nourishes a contextualised and political analysis of IFA. On the empir- ical level, the analyse of an agreement signed by a producer-driven-chain in the French context shows that the position of IFAs in the field of regulation devices depends on the way in which global actors - lead firms and Global Union Federations (GUFs) - implement them in the field. More precisely, our results show that the regulationary scope of IFAs depends in part on the ability of GUFs to create, during the negotiation stage, con- ditions for the representation and appropriation of the device by national and local trade unions.
