Abstract

Reconnus comme chefs de file de l'action sociale depuis la loi du 13 août 2004, les conseils départementaux sont chargés des politiques de prise en charge des personnes âgées dépendantes sur leur territoire. Leur action est toutefois contrainte par le cadre légal, notamment pour l'allocation personnalisée d'autonomie à domicile et la régulation des services d'aide. À l'heure où l'on envisage à la fois une réforme territoriale et une réforme du système de prise en charge de la dépendance, il est utile de faire le point sur cette organisation complexe : qu'en est-il des marges de manoeuvre réelles dont disposent aujourd'hui les conseils départementaux en matière de politique de la dépendance ? Après une brève présentation du cadre légal prévu pour la solvabilisation de la demande et la régulation de l'offre d'aide, nous nous attacherons aux pratiques des conseils départementaux qui révèlent les instruments de politique publique effectivement à leur disposition et les priorités poursuivies.
