Abstract

Trois ans après la crise russe de l'été 1998, l'Argentine est encore en récession. Une surévaluation reconnue de 20 % du peso, le resserrement des conditions de financement international et l'austérité budgétaire ont fait plonger le pays dans une spirale dépressive dont il n'arrive pas à sortir. Même si les besoins de financement du gouvernement sont désormais couverts pour 2001 et 2002 par la communauté financière internationale, la confiance est, en l'absence de perspectives de reprise économique, aussi faible que les primes de risque sur les marchés des capitaux sont élevées. Depuis deux ans, les autorités s'emploient à rassurer les marchés par des programmes d'ajustement et des réformes structurelles. Or ceci fragilise d'autant plus la situation et inquiète encore davantage les marchés. Le système de currency board s'avère aujourd'hui incapable d'assurer la stabilité de l'économie, mais ni l'Argentine, ni la Communauté financière internationale n'ont le courage de mettre fin à cette coûteuse expérience (...).
