La valorisation économique du patrimoine

Abstract

La mise en valeur des patrimoines concerne de nombreux acteurs : les propriétaires, L'État et les collectivités territoriales, les associations, les artisans.... Cette diversité de partenaires, des usages et des valeurs conduit l'économiste à y voir un véritable écosystème où les attitudes et les comportements s'allient aux efforts de connaissance et de financement. En France où L'État a mis en place de longue date un important système de protection, de financement et d'intervention, cet « écosystème » occupe un espace particulier. Mais en organisant la mise en valeur du patrimoine autour de la valeur d'existence, dont il détient le monopole d'interprétation, l' État a créé un paysage où les valeurs trouvent difficilement leur interprétation, comme en témoigne le rôle limité des collectivités territoriales, des propriétaires privés et des associations. Il revenait donc aux économistes de montrer dans quelles conditions les efforts de mise en valeur du patrimoine peuvent se coordonner pour susciter développement et emploi.
