RMI et indemnisation du chômage

Abstract

L'analyse de la contribution du RMI à la couverture du risque chômage apporte un double éclairage. Du point de vue des populations concernées, elle permet de préciser les rapports différentiés qu'elles entretiennent avec le marché du travail. Au-delà de leur classement dans une catégorie de pauvres ou d'exclus, généralement associée à la perception de cette prestation, cette approche conduit à souligner qu'il s'agit, pour une large part, de chômeurs non indemnisés. D'un point de vue plus global, cela conduit à interroger l'adéquation entre l'évolution des formes d'emploi et de chômage et celle des institutions de protection sociale plus particulièrement dédiées au marché du travail. Dans ce sens l'objectif premier de lutte contre la pauvreté assigné au RMI ne doit pas occulter le rôle qu'il joue au niveau plus large de la régulation du marché du travail et de certains de ses segments.
