Abstract

The purpose of this paper is to investigate the potential effects of vertical interactions between local and states governments as well as the effects of horizontal interactions between local governments on the level of Education decentralization in Brazil. We rely on three indexes of decentralization, a fiscal one, an administrative one, and the last, a pedagogical index. The results suggest that the political alignment between mayors and governors (vertical interaction) increases decentralization in education measured by the three indicators. We also found a strong spatial correlation (horizontal interaction) on the adoption of decentralization policies in education. Finally, incumbents of the same party as the governor's are less likely to compete with neighboring jurisdictions (lower spatial correlation) through the adoption of educational decentralization policies than those without political alignment with the governor.
