Abstract

La investigación analiza el proceso de formalización del Registro Integral de Formalización Minera (REINFO) en Lima Metropolitana desde julio de 2017 hasta mayo de 2024. Se identifican las dificultades que afectan la eficiencia del proceso. Con un enfoque cuantitativo, se examinaron 713 registros, revelando que solo el 0.1% de los solicitantes avanzó a la presentación del expediente técnico, sin formalizaciones completadas. La acreditación de terrenos superficiales es la barrera más crítica. Se concluye que el fracaso del REINFO requiere una reforma integral del marco normativo y operativo de la formalización minera en Perú.
