Abstract

Les pratiques de GRH developpees dans le secteur public francais puisent leur origine dans le contexte economique, politique et social de l'apres-guerre. Les relations du travail se sont construites essentiellement autour des principes du statut des personnels et de la mission de service public. Or, depuis le debut des annees 80, le secteur public est confronte a une crise de legitimite: l'ouverture des marches dans le cadre de l'Union Europeenne, la montee des ideologies liberales, l'augmentation des exigences et des besoins des usagers-clients ont largement contribue a remettre en question le role de l'Etat francais.
