La evaluación de políticas públicas en España: antecedentes, situación actual y propuestas para una reforma

Abstract

El presente informe busca contribuir a concretar y mejorar las propuestas para generalizar y reforzar los procesos de evaluación de las políticas públicas incluidas en el Plan de Recuperación. Con este fin, ofrecemos algunas reflexiones generales sobre por qué es necesario evaluar las actuaciones públicas, quién habría de encargarse de la tarea y cómo debería realizarse ésta, seguidas de un repaso de la evolución de la normativa española sobre el tema y de algunos hitos en su institucionalización. Concluimos que sería necesario elaborar una norma con rango de ley que cree un organismo nacional de evaluación de políticas públicas, garantice su independencia efectiva, establezca con claridad sus responsabilidades y facilite su tarea, eliminando obstáculos para la obtención de los datos necesarios y garantizando el acceso al expertise adecuado. Con este fin, la propia ley de evaluación debería utilizarse también para retocar otras normas relacionadas que hasta el momento no contemplan las peculiaridades de esta actividad.
