Inversión y tarificación de infraestructuras de transporte

Abstract

Tarificación e inversión en infraestructuras son elementos inseparables en la planificación pública. Las consecuencias de utilizar un determinado criterio de tarificación trasciende la mera utilización de la capacidad disponible a corto plazo, configurando el tipo de redes de transporte que, dado su carácter irreversible, prevalecerán en el futuro a pesar de que las mismas podrían ser subóptimas con respecto a otras alternativas que se hubiesen implantado con otra forma de tarificar. En este trabajo se analiza la decisión de inversión en proyectos excluyentes de transporte (avión, tren o avión más tren) considerando diferentes políticas de precios y de regulación. Como ilustración numérica se utiliza la inversión en infraestructura aeroportuaria o en alta velocidad ferroviaria en una línea hipotética de 600 kilómetros. Con esta ilustración obtenemos los umbrales de demanda que hacen óptimas las distintas alternativas, lo que nos permite obtener conclusiones prácticas de política pública.
