Dalla sperimentazione del Partial basic income in Finlandia alla valutazione del Reddito di cittadinanza in Italia

Abstract

L’8 febbraio 2019 la Finlandia ha diffuso i risultati della valutazione del primo anno della sperimentazione del reddito di base incondizionato (Partial basic income). Se esaminiamo il decreto istitutivo del reddito di cittadinanza in Italia (RDC) D.L. 4/2019, possiamo individuare nella parte relativa alla valutazione d’impatto della misura, art.10, inattese convergenze tra alcuni aspetti del redditto di cittadinanza minimo garantito italiano e il partial basic income finlandese (PBI), pur essendo due interventi di natura diversa: una misura di redditto minimo garantito, quella italiana e un reddito di base anche se parzialmente non condizionato (quella finlandese). In particolare, il percorso scelto per la valutazione del RDC in Italia, mediante una analisi d’impatto con approccio controfattuale, in cui il gruppo di controllo è soggetto a minore obbligatorietà nell’attivazione, apre stimolanti riflessioni che potrebbero interessare i decisori politici e l’ambito scientifico e che avvicinano l’intervento italiano alla misura finlandese. Da tale vicinanza il paper ha sviluppato numerosi suggestioni teoriche per la costruzione di un modello di valutazione del RDC seguendo lo stesso approccio sperimentale controfattuale attuato in Finlandia.
