Reddito di cittadinanza e servizi per il lavoro

Abstract

L’introduzione del Reddito di cittadinanza (RdC) – una sorta di reddito minimo – ha prodotto un copioso dibattito politico e scientifico. L’operatività del RdC è legata al sistema dei servizi per il lavoro, notoriamente deficitario e disomogeneo nelle prestazioni. La riforma è ben finanziata e ampia nelle misure, tuttavia la condizionalità distoglie ancora una volta i Centri per l’impiego (Cpi) dalla loro attività, per così dire, costitutiva di intermediari e di orientatori, e crea una serie di barriere burocratiche che sviliscono la finalità dello strumento. La scelta di un’unica misura di sostegno al lavoro e di contrasto alla povertà rende il disegno attuativo particolarmente complesso ed esposto alle criticità di una rete con troppi attori. Il paper intende ricostruire lo sviluppo della rete dei servizi al lavoro in termini comparati e le criticità nell’implementazione del RdC.
