Regenerative Capital for State Capability: A New Architecture for Multi-Cycle Development Finance

Development failures are not primarily caused by insufficient capital, but by capital that behaves incompatibly with the multi-cycle nature of state capability. Grants deplete after one use, concessional loans impose liabilities that amplify fragility, and donor cycles follow political volatility rather than mission cycles. The paper states that mismatch as a specification rather than a diagnosis. Capital that can fund multi-cycle renewal in a fiscally constrained state must satisfy three constraints at once: timing — its cadence must follow the mission cycle, not the political one; legal — it can create no pledgeable claim, so recovery must be unenforceable; and accounting — it must not be classified as a liability, or no finance ministry can use it. Existing instruments satisfy at most two. Grants meet the legal and accounting constraints and fail timing; concessional loans meet timing and fail both others; equity fails the legal constraint outright. That the sorting is structural rather than conventional is visible in the field's own statistics: in the OECD Creditor Reporting System for 2022, of 50,146 transactions to recipients that cannot distribute a surplus, twelve carried any instrument other than a grant. We define Regenerative Development Finance as the instrument specified against all three — a non-liability, non-extractive, multi-cycle architecture with three primitives: a preserved capital base, a recycling parameter, and a temporal constitution fixing when capital is released. The accounting constraint is answered against the classification rules that decide it rather than asserted, and the answer carries a stated condition. âš ï¸ Three quantitative claims in the version published in December 2025 do not survive this paper's own arithmetic and are corrected here rather than carried: the multiplier range belongs to a recycling rate the paper does not use; its System Value Multiplier is not the one Perennial Social Capital defines; and the worked example requires the inflow term the model calls optional.
