Abstract

This study presents a synthesis of the international literature on health systems and poverty, with the aim of contributing to inform health policy reforms in Mexico on the basis of the best current evidence available. The synthesis covers the performance of health systems in terms of equity and poverty, specific actions to reduce health inequities, health programs targeted at the poor, conceps and measures of population health, inequality in health, in access to health and in health financing. The first part of the paper reviews the international literature, while the second covers the literature on Mexico.
