Presupuestar en Colombia: buscando la gobernabilidad fiscal a través del presupuesto

Abstract

Colombia es un país con una larga y poderosa historia constitucionalista y legalista. De esta manera el proceso presupuestal, en sus diferentes etapas, está regido por formalidades establecidas por diferentes normas que regulan la materia. Este documento presenta las bases legales que rigen el presupuesto en Colombia, se muestran los preceptos constitucionales y legales del proceso y las fallas que se han identificado en los últimos años en la Dirección General de Presupuesto Público Nacional. Se discuten los objetivos que debe cumplir el sistema presupuestal, objetivos de estabilidad macroeconómica, objetivos de asignación y focalización de los recursos, y objetivos de eficiencia en la ejecución. El documento hace un análisis de las acciones que se han tomado para solucionar los problemas que impiden cumplir con esos objetivos. Dentro de estas acciones se hace especial énfasis en la reforma al Estatuto Orgánico de Presupuesto presentada al Congreso de la República, reforma que no fue aprobada, y el Decreto 4730 de 2005 que rescata algunos puntos de la reforma. Asimismo, se presenta el panorama de las inflexibilidades presupuestales en Colombia, que alcanza niveles del 94%.
