Políticas y capacidades de I&D e innovación para el desarrollo de los biocombustibles en Colombia y Chile

Abstract

El desarrollo de la producción de biocombustibles se ha planteado como una opción alternativa a fin de intentar atenuar los desequilibrios ocasionados por la excesiva dependencia global del petróleo. No obstante, no todas las experiencias emprendidas en torno a la producción de biocombustibles han sido igual de eficientes. En este sentido, el grado de desarrollo tecnológico concerniente a la obtención de biocombustibles en sus distintos encadenamientos productivos es determinante. En el presente estudio identificamos las capacidades tecnológicas nacionales globales y los esfuerzos en investigación y desarrollo, considerando sus resultados cuando los hubiera, relativos a la cadena productiva de los biocombustibles en Colombia y Chile. Dicho análisis lo complementamos con una síntesis de la evolución de la demanda referente al sector. Finalmente, a la vista de la información recopilada, plantearemos las recomendaciones que nuestro estudio nos lleve a concluir sobre la oportunidad de la estrategia de innovación en el sector de los biocombustibles en Colombia.
