Balance estructural del gobierno central de Chile: análisis y propuestas

Abstract

En este artículo se presentan propuestas para perfeccionar el balance estructural del Gobierno de Chile. Se argumenta que el ciclo tributario puede ser capturado mejor utilizando el gasto agregado en lugar del PIB y que, además, es posible describirlo de un modo más preciso mediante un cálculo desagregado por impuesto. Asimismo, se discute la corrección del balance estructural por gastos cíclicos y las diferencias conceptuales entre el uso de un PIB de tendencia y el PIB potencial como frontera productiva, las condiciones en que podría ser utilizado cada uno y sus implicaciones. Por último, se discute el nivel del balance estructural de equilibrio así como algunas condiciones operativas para una implementación eficaz, transparente y flexible.
