Integración regional en la era digital: el potencial aporte del comercio de servicios modernos

Abstract

Una mayor integración comercial en servicios modernos ofrece beneficios como empleos de calidad, mayor valor agregado, competitividad y adaptación a cambios tecnológicos, además de resiliencia ante crisis externas. Esta integración impulsa la productividad y la competitividad en sectores clave como agricultura y manufactura, promoviendo el desarrollo sostenible y la participación en cadenas globales de valor. El estudio analiza la evolución del comercio de servicios modernos en América Latina entre 2005 y 2023. Las exportaciones crecieron a un ritmo anual promedio de 8%, aumentando su participación en el comercio total de servicios de 25% a 38%, aunque aún por debajo del promedio mundial (54%). Brasil lidera las exportaciones, seguido de México, Argentina y Costa Rica, con Costa Rica y Uruguay sobresaliendo en exportaciones per cápita. República Dominicana, Colombia y Nicaragua también presentan un alto crecimiento. A pesar de estos avances, la integración regional sigue limitada. En la mayoría de los países, la región representa menos del 15% de sus mercados de destino, salvo Argentina. Los bloques comerciales regionales tienen una participación baja y persiste una alta heterogeneidad regulatoria que restringe el comercio intrarregional. Se estima que reducir el índice HDSTRI en 0,01 aumentaría el comercio en 8%, mientras que bajarlo al promedio regional (0,2349) lo elevaría en más de 200%. Los tratados de libre comercio con capítulos de servicios han incrementado el comercio en 44%. Factores como la educación y la conectividad digital son claves para el crecimiento de estos servicios. Las entrevistas con empresarios de Chile, Costa Rica, Perú y ALES validaron los resultados y revelaron barreras adicionales. El estudio propone políticas en cuatro ejes: reducir las barreras regulatorias, promover tratados de libre comercio, mejorar la conectividad digital e invertir en capital humano. Además, recomienda mejorar la logística, facilitar certificaciones y fomentar el aprendizaje de idiomas.
