O Nordeste em dois tempos: a “Operação Nordeste” e a Política de Desenvolvimento Regional do Governo Lula

Abstract

O subdesenvolvimento no Nordeste apresenta-se desde o início do século XX e permanece até atualmente. Dentre todas as políticas inseridas nesse território para reduzir as desigualdades regionais, selecionamos dois momentos distintos, nos quais houveram políticas que se propuseram em transformar estruturalmente essa região. O primeiro, nos anos 1950/60, o relatório GTDN, o Primeiro e Segundo Plano Diretor da SUDENE. O segundo momento, no período 2003/10, a Política Nacional de Desenvolvimento Regional-PNDR. O objetivo desse trabalho é elaborar uma análise comparativa entre as propostas, as medidas implantadas e os resultados dessas políticas. Elas estão norteadas pela condução do Estado no planejamento econômico. Esses dois blocos de políticas divergem em suas ações no Nordeste para a superação do subdesenvolvimento. O GTDN e a SUDENE propuseram uma ação regulada pela industrialização e infraestrutura. A PNDR tem um discurso embasado por medidas que dinamizem a produtividade e inclusão social dessa região.
