Abstract

Adopter un système d’allocation universelle, c’est modifier notre système de redistribution des revenus pour garantir à chaque citoyen un revenu de base sans condition de ressources ni de disponibilité à travailler. Cette réforme en profondeur de notre système de taxes et de transferts peut être décomposée en quatre réformes, indépendantes l’une de l’autre : le revenu de base est versé sans condition de ressources, le revenu de base est versé sans condition de disponibilité à accepter un travail, le revenu de base est versé à chaque citoyen (et non pas à chaque ménage), et le système de taxes et de transferts est adapté en conséquence. Dans ce numéro de Regards économiques, nous passons en revue chacune de ces quatre réformes, nous expliquons en quoi elles consistent et nous en décrivons les principaux enjeux.
