Dépenses publiques et taxation proportionnelle dans les modèles réels du cycle

Abstract

Ce texte propose une revue des développements récents de la littérature macroéconomique inspirée de l'approche des modèles du cycle réel via l'introduction de différentes facettes de l'activité gouvernementale. A l'aide d'un modèle typique du cycle réel avec gouvernement, nous identifions les canaux de transmission de la politique fiscale et dégageons l'intuition des résultats obtenus en regard de la nature et de la durée d'un changement dans les dépenses publiques ou dans les taux de taxation. En particulier, nous discutons de l'existence d'effets multiplicateurs dans le modèle néoclassique même en l'absence de mécanismes keynésiens et des questions reliées à la détermination endogène de la politique fiscale. This paper surveys recent developments in macroeconomic literature of real business cycle models brought about by the introduction of several aspects of government activities. Using a prototypical model of real business cycles with government, we identify the propagation mecanisms of fiscal policy and underline the intuition of the results regarding the nature and duration of changes in government spendings or in proportional tax rates. In particular, we discuss the existence of multiplier effects even without Keynesian motives and the issues related to the endogenous determination of fiscal policy.
