Desarrollo regional, descentralización y transferencias para la inversión social

Abstract

“La siguiente reflexión establece la relación entre la dinámica del desarrollo que pueden alcanzar las regiones y el manejo de los recursos de transferencias para inversión social que puso en sus manos la Constitución de 1991. Además de resolver una discusión de poder entre el centro y las regiones y de garantizar un monto creciente de la inversión social, las transferencias permiten a los municipios y departamentos la posibilidad de desarrollar su capital humano que, de acuerdo con las nuevas teorías, es una de las claves del crecimiento. En las manos de administraciones locales se pone el destino del desarrollo regional y la conciencia sobre la importancia de que esto puede representar un importante impulso a los proceso democráticos locales.”
