El gasto público social: definición, medición y normatividad en Colombia

Abstract

“La magnitud, la eficiencia y la equidad del Gasto Público Social (GPS) son indicadores fundamentales para medir el desempeno de la actividad estatal en favor de la formación de recursos humanos -en especial, de los sectores más pobres- y en pro del crecimiento económico. Adicionalmente, existen normas constitucionales y legales que disponen un tratamiento especial a las erogaciones de carácter social. Este artículo tiene un doble objetivo: de un lado, presenta algunos elementos básicos acerca de los problemas derivados de la definición económica y la medición del GPS en Colombia, y, del otro, examina brevemente la orientación y las restricciones que la normatividad constitucional y jurídica imponen sobre la política que determina su asignación. La presentación se divide en tres secciones que corresponden en su orden a los temas mencionados y finaliza con un resumen de los principales aspectos.”
