Caracterización de la auditoría de las contraprestaciones a cargo de concesionarios y prestadores de servicios de telecomunicaciones, a la luz de contratos interadministrativos Mintic-Universidad Nacional de Colombia

Abstract

Mediante la suscripción de contratos interadministrativos, el Ministerio de las TIC realiza su función de control de las contraprestaciones a cargo de los Prestadores de Servicios de telecomunicaciones, encargando labores de auditoría a la Universidad Nacional de Colombia, asunto que convierte a esta institución en un agente más de la relación contractual; esta situación se estudia en el artículo para determinar su caracterización y mostrar críticamente los elementos subyacentes.
