Financiación de la educación superior pública en Colombia: alternativas a la Ley 30 y al proyecto de reforma de Santos

Abstract

En la Colombia de hoy parece haber un acuerdo relativamente amplio sobre la conveniencia de reformar el marco institucional dentro del que se desenvuelve la educación superior. Hay muestras de particular insatisfacción con el papel que ha venido jugando el presupuesto del gobierno nacional en la financiación de las universidades públicas. Pero ¿qué características debería tener una buena reforma en esta materia? Este artículo esboza un esquema de financiación de las universidades públicas alternativo al contenido en la Ley 30 de 1992, que rige en la actualidad, y al contenido en el fracasado proyecto de reforma de la administración Santos, que se presentó al Congreso de la República en el ano 2011. Dicho esquema de financiación alternativo está construido sobre la base del papel del presupuesto nacional y apunta a hacer viable para las universidades públicas contribuir al incremento de la cobertura de la educación superior de calidad.
