El Programa de Restricción Vehicular en Medellín como Instrumento de Control a las Emisiones Atmosféricas

Abstract

Se presenta una disertación acerca de la posibilidad de convertir el programa de restricción vehicular Pico y Placa aplicado en Medellín en un instrumento de mandato y control ambiental para disminuir los niveles de contaminación atmosférica causados por fuentes móviles. El fundamento de tal decisión puede derivarse del examen de balance costo-beneficio asociable al programa, considerando dos versiones, una de referencia o partida y otra de modificación o extensión de éste. La evaluación preliminar permite establecer que el programa representa una posibilidad de facto en el control de los niveles de contaminación atmosférica causados por fuentes móviles, sin embargo, limitantes en la disponibilidad de cierto tipo de recursos informacionales conducen a la parcialidad del ejercicio analítico, impidiendo concluir con rigor si la extensión del programa ofrece un beneficio neto que justifique su modificación en el sentido senalado, se presenta en su lugar un indicio de partida desfavorable a dicho presupuesto.
