Abstract

Resumen: los factores determinantes del desarrollo rural parten de las diferentes formas de apropiación de los recursos y de las capacidades existentes para aprovechar el potencial productivo y las posibilidades de inclusión productiva de la población, mediante la introducción de innovaciones organizacionales, sociales e institucionales y tecnológicas. Por tal motivo esta investigación indaga a partir de un enfoque de desarrollo local con perspectiva de género, por las condiciones económicas, sociales e institucionales que poseen los municipios de Liborina y Sabanalarga, y postular lineamientos de política públicas con cooperación internacional para el desarrollo. Las metodologías utilizadas partieron del método de la «investigación acción participativa», los instrumentos: técnicas de cluster y de redes. El principal resultado se asocia a que conocer las condiciones de desarrollo de estos dos municipios en función de sus capacidades territoriales para concebir procesos de desarrollo local, ha sido una tarea que teóricamente establece nuevos retos para comprender las brechas entre territorios periféricos y áreas metropolitanas y en términos prácticos evidencia que es necesario establecer nuevas formas de instrumentalizar las políticas que permitan la participación local y la incidencia de los actores del territorio en estas decisiones. / Abstract : The determinants of rural development are based on the different forms of appropriation of resources and existing capacities to take advantage of the productive potential and the possibilities of productive inclusion of the population, through the introduction of organizational, social, institutional and technological innovations. For this reason, this work research from a local development approach with a gender perspective, by the economic, social and institutional conditions that the municipalities of Liborina and Sabanalarga have, and postulate public policy guidelines with international cooperation for development. The methodologies used came from the "participatory action research" method, the tools: cluster and network techniques. The main result is associated with the fact that knowing the development conditions of these two municipalities in terms of their territorial capacities to conceive processes of local development has been a task that theoretically establishes new challenges to understand the gaps between peripheral territories and metropolitan areas and in practical terms shows that it is necessary to establish new ways of instrumentalizing the policies that allow local participation and the incidence of the actors of the territory in these decisions.
