Algunas causas de la crisis financiera en el sistema de salud en Colombia en el 2009

Abstract

A pesar de que Colombia no entró en una depresión económica tras la crisis mundial del final de la década del 2000, si cayó en una crisis financiera en el sector de la salud debido a diferentes circunstancias. El objetivo de este ensayo es analizar algunos factores que han sido senalados como causas de la crisis financiera en el sector de la salud por distintas fuentes, para ofrecer una perspectiva amplia y objetiva sobre su incidencia real en esta problemática. Se examina el contexto económico y legal en el cual el presidente Uribe, en el ano 2009, expidió el decreto 4975 por el cual se declaraba el Estado de Emergencia Social por treinta (30) días debido a esta crisis. Se analizan los recobros y la adquisición de fármacos con poca regulación como causas de los déficits financieros. Se analizan las posibles causas presentes en la sentencia C-252 por las cuales comenzó la crisis. Se concluye que las causas directas fueron varios anos de mala administración que conllevaron a un intento de recuperación abrupto por medio de la Sentencia T-760. Igualmente, la falta de regulación de precios llevó a la caída del sistema, el exceso de intermediarios en la prestación de salud y la falta de actualización del POS son causas de la crisis financiera.
